State Treasurer John Kennedy Announces Statewide Bond Commission Approvals

BATON ROUGE, LA -- At its January 22 meeting, the State Bond Commission approved $325 million in funding for projects statewide, according to State Treasurer John Kennedy.

 

“This was the Bond Commission’s first meeting of the new year with a new Administration and our new members,” said Treasurer Kennedy. “I look forward to working with the new Bond Commission membership and members of the Legislature to continue assisting local governments with loan, bond issue and other financing requests they may have in the coming year.”

 

The Bond Commission approved:

 

Central and North Louisiana

A $10 million loan for the Bossier Parish School Board for school buildings, facilities and equipment.

-  A $4.8 million letter of credit for the DeSoto Parish Police Jury for closure costs and post-closure costs of the parish’s Mundy landfill.

-  A $3 million loan (not to exceed amount) for Ouachita Parish, Monroe City School Board for repairing facilities, purchasing equipment and developing course materials.

-  $13 million in bonds (preliminary approval) for Morehouse Parish, Hospital Service District No. 1 for facility improvements and other works of public improvement.

-  $3.6 million in bonds (preliminary approval) for Natchitoches Parish, Waterworks District No. 2 for waterworks system improvements.

-  $2.9 million in bonds for the DeSoto Parish Police Jury to refinance debt, saving $157,236.

-  $900,000 in bonds for the Sabine Parish Waterworks District No. 1 for waterworks system improvements.

-  $100,000 in bonds for the Tensas Parish Communications District to pay a portion of the costs of constructing a building and acquiring equipment and furnishings.

-  $9 million in bonds for the Louisiana Community Development Authority (City of Shreveport Biosolid Disposal Project) for sewer system upgrades including facilities for biosolid disposal.

-  $45 million in bonds for the LCDA for the development and equipping of a new campus for Delta Community College to be located in Monroe. The approval is subject to an approved cooperative endeavor agreement with the Division of Administration.

Baton Rouge and New Orleans   

A $1.97 million loan for St. Tammany Parish, City of Slidell for utilities system improvements.

-  $981,000 in promissory notes for the Tangipahoa Parish Council to satisfy requirements of the Economic Development Loan Program. One promissory note is in connection to Scariano Brothers, LLC, and the other pertains to Amite Foundry and Machine, Inc.

-  $50 million in bonds for the Louisiana Local Government Environmental Facilities and Community Development Authority (Jefferson Parish Project) to refinance debt, saving $2.8 million. The commission also approved a swap agreement related to this project.

-  $60 million in bonds (preliminary approval – GO Zone project) for the Industrial Development Board of City of New Orleans (Poydras Hotels Development, LLC Project) to finance two hotels and a restaurant to be located in downtown New Orleans. The approval is subject to the approval of the City of New Orleans Office of Recovery and Development Administration.

-  $18.6 million in bonds (preliminary approval) for the IDB of the City of New Orleans, Louisiana, Inc. (New Savoy Place Phase I Project) to finance a residential rental facility serving low and moderate income families in New Orleans.

-  $30 million in bonds (preliminary approval – GO Zone project) for the Louisiana Public Facilities Authority (American Sugar Refining, Inc. Project) to finance an expansion to its existing refinery in St. Bernard Parish, including the construction of a molasses blending plant and a pilot plant regarding the rehabilitation of spent calcium carbonate.

-  $25 million in bonds for the LPFA (General Health System Project and Baton Rouge General Medical Center Project) to finance or reimburse the cost of the acquisition of an existing medical office building facility and certain information technology, medical, laboratory, diagnostic and related equipment.
 

Southwest Louisiana      

A $2.5 million loan for the Calcasieu Parish Police Jury for repairs to public facilities as a result of Hurricane Rita.

-  A $1.9 million loan for Calcasieu Parish, Airport District No. 1 for repairing facilities that were damaged as a result of Hurricane Rita.

-  A $2.7 million loan for the Port of Iberia District to pay a portion of the cost of constructing buildings for fabricating and warehousing oil field products. The approval is tied to the Department of Transportation and Development port priority program.

-  $25,000 in bonds for Evangeline Parish, Ward Four Water District for waterworks system improvements.

-  $4.572 million in bonds for Vermilion Parish, Waterworks District No 1 for waterworks system improvements.

-  $33.5 million in bonds for the Louisiana Housing Finance Agency (Ambassador Pointe Apartments Project) to finance a residential rental facility serving low and moderate income families in Lafayette.

-  $344,000 in bonds for Beauregard Parish, Waterworks District No. 5 to pay for waterworks system improvements.

-  $750,000 in bonds for St. Mary Parish, Fire Protection District No. 7 for fire protection facilities and equipment.
