Bond Commission Approves $631 Million in Funding for Projects Statewide

BATON ROUGE, LA -- The State Bond Commission approved $631 million in bond issues and loans for projects statewide this month, according to State Treasurer John Kennedy.

“This month’s meeting was important because we took the steps necessary to help local governments in areas affected by last year’s hurricanes refinance and restructure debt,” said Treasurer Kennedy. “The Bond Commission approved a $400 million bond issue to help local governments in New Orleans make debt service payments, and as a result, they will be able to free up funds and focus their energies entirely on rebuilding, recovery and serving the public.”

The Bond Commission approved the following:
 

Central and Southeast Louisiana

- A $900,000 loan for the Avoyelles Parish Law Enforcement District for current operations.
- A $100,000 loan for the Catahoula Parish Hospital Service District No. 1 for hospital roof repairs.
- A $400,000 loan for the Catahoula Parish Law Enforcement District for general operations.
- $1.08 million in bonds (preliminary approval) for the village of Hessmer in Avoyelles Parish for waterworks system improvements.
- A $175,000 loan for the Tangipahoa Parish Council’s Rural Fire Protection District No. 2 to purchase fire trucks and other firefighting equipment.
- $2.03 million in bonds for the Louisiana Real Estate Commission to construct, equip and furnish a new headquarters in Baton Rouge.
- $2.4 million in bonds for the Louisiana State Board of Nursing to acquire and rehabilitate property in Baton Rouge.

New Orleans Area

- A $900,000 loan for the Assumption Parish Law Enforcement District for current expenses.
- $58 million in bond anticipation notes for the Orleans Parish, City of New Orleans Sewerage and Water Board to refinance debt.
- $9.5 million in bonds and a $19 million loan for the Hospital Service District No. 1 in St. James Parish to make capital improvements to St. James Parish Hospital including the construction and equipment of a critical access hospital in Lutcher.
- $765,000 in sales tax bonds for the St. John the Baptist Council to acquire firefighting equipment, buildings, machinery and land for the Reserve Volunteer Fire Department.
- $50 million in Gulf Opportunity Zone Bonds (preliminary approval) for the Louisiana Public Facilities Authority (LPFA) to expand a liquid logistics center in St. Rose.
- $125 million in tax-exempt private activity Gulf Opportunity Zone bonds (preliminary approval) for the St. Tammany Public Trust Financing Authority to provide housing for low and moderate-income residents and to expand the supply of funds available for mortgage loans.
- $50 million in tax-exempt private activity Gulf Opportunity Zone bonds (preliminary approval) for the Houma-Terrebonne Public Trust Financing Authority to provide housing for low and moderate-income residents and to expand funds available for mortgage loans.
- $8 million in Gulf Opportunity Zone bonds (preliminary approval) for the LPFA for improvements and equipment to multifamily housing facilities in New Orleans.
- $200 million in tax-exempt private activity Gulf Opportunity Zone bonds (preliminary approval) for the St. Bernard Parish Home Mortgage Authority to provide housing opportunities for low and moderate-income families in the parish.
- $45.45 million in Revenue and Gulf Opportunity Zone Advanced Refunding Bonds for the LPFA to finance capital improvements and equipment and to make repairs to the Carrollton Residence Hall at Loyola University.
- $30 million in Gulf Opportunity Zone bonds for the Jefferson Parish Finance Authority to provide housing opportunities for low and moderate-income families in the parish.
 

Southwest Louisiana

- A $500,000 loan for the Hospital Service District No. 3 in Allen Parish for current operations.
- A $600,000 loan for the Allen Parish Law Enforcement District to pay operational expenses.
- A $250,000 loan for the city of Oakdale in Allen Parish to pay certain extraordinary operational costs.
- $560,000 in bonds (preliminary approval) for the town of Oberlin in Allen Parish to make sewer system improvements.
- $655,000 in bonds for the town of Elizabeth in Allen Parish to construct a natural gas pipeline to serve the Martco Limited Partnership, OSBII Plant in Oakdale.
- $15 million in bonds (preliminary approval) and a cooperative endeavor agreement for the Industrial Development Board of the city of Leesville to construct a Lowe’s Home Center.
- A $1.5 million loan for the Iberia Parish Law Enforcement District for current operations.
- $1.305 million in bonds for the Waterworks District No. 5 in St. Mary Parish to refinance debt, saving taxpayers $87,328.
- $3 million in Gulf Opportunity Zone bonds (preliminary approval) for the Industrial Development Board of St. Mary Parish to acquire a building and land in Morgan City to convert it to an automotive sales and service center.

 

North Louisiana

- A $350,000 loan for the Tensas Parish Law Enforcement District to pay operating expenses.
- A $75,000 loan for the Tensas Parish Police Jury to acquire equipment to encourage and assist in the location and expansion of business.
- $1.523 million in bonds for the town of Delhi in Richland Parish for sewerage system improvements.
- A $1.791 million loan for the Webster Parish Police Jury to construct, improve, furnish and equip public libraries in the parish.
- $168,000 in bonds (preliminary approval) for the Caddo Parish Sewerage District to pay a portion of the costs of sewerage system improvements in the district.
