State Treasurer John Kennedy Announces Statewide Bond Commission Approvals
BATON ROUGE, LA --
The State Bond Commission met on August 17 and approved millions of dollars to
fund a variety of projects statewide, according to State Treasurer John Kennedy.
“We also approved the sale of more than $2.5 million in Gulf Opportunity Zone Bonds
to aid businesses that were damaged or destroyed by Hurricane Rita,” said
Treasurer Kennedy. “These were mom and pop shops ranging from a computer repair
company to an RV dealership. They were doing well before the storm, but through
no fault of their own had to rebuild from the ground up after the hurricane hit.
Small businesses make up the backbone of our state’s economy, and these are
great examples of the types of businesses that are benefiting from federal GO
Zone legislation.”
The Bond Commission approved the following:
Central Louisiana
- A $400,000 loan for the LaSalle Parish Law Enforcement District for current
expenses.
- $5.9 million in bonds for the city of Pineville in Rapides Parish for water
and sewer system improvements.
- $850,000 in bonds for the city of Winnfield in Winn Parish for sewerage
system improvements.
- $12.5 million in bonds for the Louisiana Public Facilities Authority for the
construction and equipment of student housing at LSU at Alexandria.
Baton Rouge Area
- An $8.5 million loan for the Recreation
and Park Commission of East Baton Rouge Parish for current expenses.
- A $3 million loan for the St. George Fire Protection District No. 2 in East
Baton Rouge Parish for current expenses.
- A $750,000 loan for the city of St. Gabriel in Iberville Parish to pay
current expenses.
- A $700,000 loan for the town of Livingston in Livingston Parish to construct
and acquire improvements to the town’s utilities system.
- A $200,000 loan for the Livingston Parish Council to finance the cost of
waterworks system improvements.
- A $2 million loan for the West Feliciana Law Enforcement District to finance
the construction and equipping of a work release detention facility.
- $2.6 million in bonds (preliminary approval) for the Livingston Parish
Council for waterworks system improvements.
- $50 million in GO Zone
bonds (preliminary approval) for the Louisiana Housing Finance Agency to provide
single family mortgages.
- $15 million in GO Zone bonds for the Louisiana Community Development Authority to
acquire, design and construct a hotel facility in Livingston Parish.
- $20 million in bonds for the LCDA to rehabilitate Magnolia Trace and Copper
Ridge Apartments in Baton Rouge.
- $165 million in GO Zone bonds to finance the acquisition, construction and
equipment of a liquid logistics center in Geismar.
Lafayette Area
- A $500,000 loan for the St. Landry Parish Economic and Industrial Development
District for commercial and industrial development.
- $6 million in bonds (preliminary approval) for the Lafayette Parish
Waterworks District North for waterworks system improvements.
- $2.7 million in bonds for the Evangeline Parish Police Jury to refinance
debt, saving taxpayers $74,881.
- $174,572 in revenue anticipation notes (Community Disaster Loan Program) for
the town of Delcambre in Iberia and Vermilion parishes for current operations.
This is conditional approval should federal criteria change for the program.
Lake Charles Area
- A $3 million loan for the Calcasieu Parish School Board to pay for
improvements to Sam Houston High School in Moss Bluff.
- A $250,000 loan for the town of Lake Arthur in Jefferson Davis Parish to
acquire a new garbage truck and dumpsters for solid waste collection services.
- $1.1 million in bonds (preliminary approval) for the Northwest Allen Parish
Waterworks District for waterworks system improvements.
- $500,000 in GO Zone bonds (preliminary approval) for the Calcasieu Parish
Public Trust Authority for reconstruction of a janitorial chemical supply
company building and warehouse destroyed by Hurricane Rita.
- $750,000 in GO Zone bonds (preliminary approval) for the Calcasieu Parish
Public Trust Authority for the reconstruction of a computer software, network
and repair business building that was destroyed by Hurricane Rita.
- $1.3 million in GO Zone bonds (preliminary approval) for the Calcasieu Parish
Public Trust Authority for the acquisition and construction of a commercial
building and infrastructure improvements to accommodate a manufactured home and
RV dealership.
- A $1.9 million revenue anticipation note (Community Disaster Loan Program)
for the Cameron Parish Police Jury for current operations. This is conditional
approval should federal criteria change for the program.
- A $115,620 revenue anticipation loan (Community Disaster Loan Program) for
the Cameron Parish Assessment District to pay operations. This is conditional
approval should federal criteria change for the program.
New Orleans Area
- A $4 million loan for the Jefferson
Parish Judicial Enforcement District to restructure debt and reduce debt service
payments.
- A $5 million loan for the St. Bernard Parish Law Enforcement District for
current expenses.
- A $460,000 loan for St. Tammany Parish to purchase fire trucks and other fire
fighting and emergency equipment.
- $25 million in bonds (preliminary approval) for the Industrial Development
Board of the city of New Orleans to construct a Home Depot store.
- $80 million in bonds (preliminary approval) for the LPFA to repair school facilities and a nursing home center
for the Archdiocese of New Orleans.
- $50 million in GO Zone bonds for the LPFA to expand
a liquid logistics center in St. Rose.
- $1 million in bonds for the LPFA to replace a water well in Hammond.
- An $8 million revenue anticipation note (Community Disaster Loan Program) for
the New Orleans Aviation Board to pay operations. This is conditional approval
should federal criteria change for the program.
- A $1 million revenue anticipation note (Community Disaster Loan Program) for
the Orleans Parish Communications District for current operations.
- A $20 million revenue anticipation note (Community Disaster Loan Program) for
the Orleans Parish Law Enforcement District for current operations. This is
conditional approval should federal criteria change for the program.
- A $120 million revenue anticipation note (Community Disaster Loan Program)
for the city of New Orleans for current operations. This loan takes the place of
the city’s requested line of credit.
- A $35.4 million revenue anticipation note (Community Disaster Loan Program)
for the Sewerage and Water Board of New Orleans for current operations.
- An $8 million revenue anticipation note (Community Disaster Loan Program) for
the Orleans Levee District for current operations.
- A $9 million revenue anticipation note (Community Disaster Loan Program) for
the Plaquemines Parish Council for current operations. This is conditional
approval should federal criteria change for the program.
- A $174,700 revenue anticipation note (Community Disaster Loan Program) for
the Plaquemines Parish Assessment District to pay operations. This is
conditional approval should federal criteria change for the program.
- A $5 million revenue anticipation note (Community Disaster Loan Program) for
the St. Bernard Parish Law Enforcement District to pay operations.
- A $10 million revenue anticipation note (Community Disaster Loan Program) for
the St. Bernard Parish Council to pay current operations.
- A $20 million revenue anticipation note (Community Disaster Loan Program) for
the St. Bernard Parish Council to pay operations.
- A $1 million revenue anticipation note (Community Disaster Loan Program) for
the Lake Borgne Basin Levee District in St. Bernard Parish to pay operations.
- A $1 million revenue anticipation note (Community Disaster Loan Program) for
the St. Bernard Port, Harbor and Terminal District to pay operations.
- A $2.6 million revenue anticipation note (Community Disaster Loan Program)
for the Fire Protection District No. 1 in St. Tammany Parish to pay operations.
- A $100 million revenue anticipation note (Community Disaster Loan Program)
for the Regional Transit Authority (Jefferson, Orleans, St. Bernard and St.
Tammany Parishes) to pay operations.
- A $145 million revenue anticipation note (Community Disaster Loan Program)
for the Orleans Parish School Board to pay operations.
- A $200,000 revenue anticipation note (Community Disaster Loan Program) for
the town of Jean Lafitte in Jefferson Parish to pay current expenses.
- A $3.2 million revenue anticipation note (Community Disaster Loan Program)
for the Plaquemines Parish Law Enforcement District to pay current expenses.
This is conditional approval should federal criteria change for the program.
- An additional $3.7 million in Community Disaster Loan funds for the Hospital
Service District No. 1 in Lafourche Parish. The hospital previously received
approval for $3 million in CDL funds in December.
North Louisiana
- A $180,000 loan for the Morehouse Parish
Assessment District for operating expenses.
- A $1.5 million loan for the city of Bastrop in Morehouse Parish for current
expenses.
- A $1.4 million loan for the Monroe City School Board to purchase school buses
and maintenance vehicles and pay the cost of school improvements.
- A $1.4 million loan for the Webster Parish School Board for repairs to
schools and related facilities.
- $1.8 million in bonds for the Louisiana Community Development Authority to
purchase property and facilities for an intermediate care facility.
- $7 million in bonds for the LCDA for waste disposal facilities.
- $65 million in bonds for the LPFA to
renovate and construct residence hall and related facilities at Grambling State
University.
The Bond
Commission also approved a resolution to move forward with a competitive sale of
$500 million in general obligation bonds to fund various capital projects in the
