State Treasurer John Kennedy Announces Statewide Bond Commission ApprovalsBATON ROUGE, LA -- The State Bond Commission met September 20 and approved funding for a variety of projects statewide, according to State Treasurer John Kennedy.
“The commission also approved the Governor’s recommendations for moving forward with the Gulf Opportunity Zone Program,” said Treasurer Kennedy. “We will be holding a special meeting in the next few weeks to go through the list of ranked projects and proceed with necessary approvals.”
The Bond Commission approved:
Central and North Louisiana - A $500,000 loan for the Avoyelles Parish Law Enforcement District for acquiring and installing communications equipment and constructing, equipping and furnishing a work release center. - A $750,000 loan (conditional approval) for Ouachita Parish, G.B. Cooley Hospital Service District for acquiring, constructing, renovating and equipping group homes. - A $160,000 loan for the Tensas Parish, Parishwide Fire Protection District No. 1 for acquiring, constructing and improving fire protection facilities and equipment. - A $200,000 loan for the Winn Parish Law Enforcement District for paying general fund expenses. - $1.19 million in bonds (preliminary approval) for the Town of Rayville in Richland Parish for financing the second phase of water system improvements, extensions and replacements. - $2.1 million in bonds for the Town of Homer in Claiborne Parish to refinance debt, saving taxpayers $405,615. - $378,000 in bonds (conditional approval) for the Town of Rayville in Richland Parish for financing the second phase of sewer system improvements, extensions and replacements. - $100 million in bonds for the Louisiana Community Development Authority (City of Bossier City Public Improvements Projects) for the acquisition and construction of city owned public improvements, including those for economic development; any other repairs or expansions needed to maintain city owned works of public improvements and economic development; funding a reserve fund; and paying bond insurance.

acquisition and construction of new residence hall facilities, parking
facilities, sewer and water lines, and demolition of existing facilities for
students, faculty and staff on the campus of Grambling State University; funding
a reserve fund; and funding interest during construction. - A $3 million loan for East Baton Rouge Parish, St. George Fire Protection District No.2 for current expenses. - A $6 million loan for the East Baton Rouge Parish Law Enforcement District to pay expenses in anticipation of the collection of future revenues. - A $1 million promissory note for East Baton Rouge Parish, Baton Rouge Area Convention and Visitors Bureau for renovating, equipping and improving its new headquarters with approval also being sought for the financing agreement with the City of Baton Rouge as set forth in the Intergovernmental Contract and Local Services Agreement. - A $600,000 loan for Iberville Parish, City of St. Gabriel for current expenses. - A $280,000 loan for the West Feliciana Parish Police Jury, Consolidated Waterworks District No. 13 for the acquisition of waterworks system improvements and extensions. - A $350,000 loan for the Town of St. Francisville to acquire and construct a new water booster pump station, including supply lines and piping materials and paying engineering and inspection fees. - $13.7 million in bonds for Livingston Parish, Carter Marina Community Development District for constructing, operating and maintaining systems, facilities and infrastructure for surface water management and control systems, water distribution and transmission facilities, wastewater collection and transmission facilities, roadwork and related costs.

for the Louisiana Community Development Authority (St. James Place of Baton
Rouge Project) to refinance debt to provide cost savings. The Bond Commission
also approved a swap agreement for the project. Southwest Louisiana - A $500,000 loan for Vermilion Parish, Hospital Service District No. 2 for acquiring and installing hospital equipment at Abbeville General Hospital. - $38 million in bonds for Lafayette Parish, Lafayette Public Power Authority for improvements, renewals, repairs and replacements for the Rodemacher Unit No. 2 fossil fuel steam electric generating plant; purchasing and acquiring equipment and facilities for the transportation, handling and storage of fuel for the operation of Rodemacher Unit No. 2 including coal cars; and providing a reserve. - $360,000 in bonds for St. Landry and St. Martinville Parishes, Town of Arnaudville for acquiring the Prairie Des Femmes Water Corporation water system. - A $3.079 million standby letter of credit with an expiration date of June 12, 2008, for the Vermilion Parish Police Jury to pay the cost of closure and post-closure care of the parish's solid waste disposal facility. - $15 million in bonds for Vernon Parish, Industrial Development Board of the City of Leesville for financing the cost of a Lowe’s Home Center to be located in Leesville. - $80 million in bonds (preliminary approval) for the Louisiana Public Facilities Authority (Lafayette General Medical Center Project) to construct a Woman’s and Children’s Center; renovate existing floors and install medical office space; reimburse capital expenditures, and fund a debt service reserve fund. - $4 million in bonds for the Louisiana Community Development Authority (Southern Bar-B-Que Sauce, Inc.) for the acquisition, expansion and construction of a manufacturing facility and infrastructure improvements.
New Orleans - A $600,000 loan for the St. John the Baptist Parish Council for acquiring fire fighting equipment, buildings and machinery in the area of the Garyville Fire Department. - $125 million in GO Zone advance refunding bonds (conditional approval) for the Port of New Orleans to restructure debt to provide cash flow relief, provide capital for infrastructure development, and provide a cushion for future disasters. - $60 million in bonds (preliminary approval) for St. Tammany Parish, Hospital Service District No. 1 for financing improvements, renovations, and extensions to St. Tammany Parish Hospital. - $13 million in bonds for the Louisiana Housing Finance Agency (CHS New Orleans I Project) for the acquisition, rehabilitation and equipping of a residential rental facility serving low to moderate income families in New Orleans. - $15.7 million in bonds for the Louisiana Housing Finance Agency (New Savoy Place Phase I Project) for the acquisition, construction and equipping of a residential rental facility serving low to moderate income families in Orleans Parish. - $2.75 million in bonds (preliminary approval) for the Industrial Development Board of the City of New Orleans, Louisiana, Inc. (New Savoy Place Phase I Project) for the acquisition, rehabilitation, equipping and related improvements of New Savoy Place. - $12 million in bonds for the Finance Authority of New Orleans for refinancing and renovating the Willows Apartments Project; making deposits into funds to secure and market the bonds; and paying capitalized interest on the bonds.
