State Treasurer John Kennedy Announces Statewide Bond Commission Approvals

BATON ROUGE, LA -- The State Bond Commission met October 24 and approved funding for a variety of projects statewide, according to State Treasurer John Kennedy.

 

The Bond Commission approved:

 

Central and North Louisiana

A $33,000 loan for Avoyelles Parish, Fire Protection District No. 6 for constructing a bed and compartments for a fire department rescue service truck.

-  $933,000 in bonds (preliminary approval) for Lincoln Parish, Town of Grambling for sewer system improvements.

-  $200 million in bonds for the Caddo-Bossier Parishes Port Commission (Pratt Paper (LA), LLC Project) for a recycling facility to process mixed paper waste and old corrugated containers into linerboard and other products.

-  $800,000 in additional bonds for Catahoula Parish, Town of Jonesville for cash flow relief and operational expenses.

-  $517,000 in bonds for Richland Parish, Town of Mangham for water system improvements.

-  $900,000 in bonds for the Vernon Parish School Board, Ward Three Wardwide School District No. 160 to refinance debt, saving $55,542.

-  $28.9 million in bonds for the Louisiana Community Development Authority (City of Shreveport) for financing water system improvements.

-  $30 million in bonds for the LCDA (Caddo-Bossier Parishes Port Commission Project) for funding a warehouse and distribution facility for lease to ADS Logistics, LLC to be located at the port; refinancing debt; and funding the expansion and construction of tank storage and terminal facilities for Red River Terminals, LLC to be located adjacent to its existing facility at the port.

-  $20 million in bonds for the LCDA (Parish of Bossier Public Improvements Project) for the acquisition, upgrade, expansion, construction and equipping of parish-owned public improvements, including those for economic development; and any other additions, acquisitions, repairs or expansions needed to maintain parish owned works of public improvement and economic development.

-  $45 million in bonds for the Louisiana Public Facilities Authority (Black and Gold Facilities Project) to finance new residence hall facilities, parking facilities, sewer and water lines, and the demolition of existing facilities on the campus of Grambling State University.

-  $133.5 million in bonds for the Louisiana Public Finance Authority (CHRISTUS Health Project) for constructing, installing, equipping and upgrading health care and related facilities at CHRISTUS St. Frances Cabrini Hospital in Alexandria, CHRISTUS Village in Lake Charles, and CHRISTUS Schumpert Health System in Shreveport.

Baton Rouge    

An $82.5 million promissory note for East Baton Rouge Parish, Greater Baton Rouge Airport District to refinance debt and finance improvements to runways, aprons and the taxiway; construct a parking garage; and make improvements to the terminal facility at the Baton Rouge Metropolitan Airport. The commission also approved $62.5 million in bonds for East Baton Rouge Parish, City of Baton Rouge to make a loan to the district for this project.

-  $75 million in bonds and an interest rate swap agreement for the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College to finance renovations to Laville Honors College, parking facilities, athletic facilities, and the student union theater.

-  $14.1 million in bonds for the Louisiana Housing Finance Agency (Mallard Crossing Apartments Project) for the acquisition, construction and equipping of a 216 unit multifamily residential rental facility in Baton Rouge.

-  $42 million in bonds (preliminary approval) for the East Baton Rouge Mortgage Finance Authority (Mortgage-Backed Securities Program) to refinance debt and provide housing for low and moderate income residents.
 

Southwest Louisiana      

-  A $224,784 loan for the Acadia Parish Police Jury for street improvements in Hidden Heritage Subdivision.

-  $4.68 million in bonds for the Louisiana Housing Finance Agency (Emerald Pointe Apartments Project) for the acquisition and rehabilitation of a 120 unit multifamily residential rental facility in Lake Charles.

-  $12.5 million in bonds for the LHFA (Augusta Springs Project) for the acquisition and rehabilitation of a 210 unit multifamily residential rental facility in Lake Charles.

-  $10 million in bonds (preliminary approval) for the Industrial Development Board of the Parish of St. Mary, Louisiana, Inc. (Calumet Properties, LLC Project) for bulk heading water frontage; building a slip to accommodate a 600-ton capacity travel lift; and constructing a 50,000 square foot fabrication facility, 25,000 square foot storage facility, 10,000 square foot office facility, and a 6,000 square foot employee facility.

-  $50 million in bonds for the Lafayette Public Trust Financing Authority (Mortgage-Backed Securities Program) to provide housing to low and moderate income residents.

-  $133.5 million in bonds for the Louisiana Public Finance Authority (CHRISTUS Health Project) for constructing, installing, equipping and upgrading health care and related facilities at CHRISTUS St. Frances Cabrini Hospital in Alexandria, CHRISTUS Village in Lake Charles, and CHRISTUS Schumpert Health System in Shreveport.
 

New Orleans

$60 million in bonds and an interest rate swap agreement for the St. Tammany Parish Hospital Service District No. 1 to finance hospital renovations and construction. The approval is conditional upon the adoption of a swap policy.

-  $1.14 million in bonds (preliminary approval) for the Industrial Development Board of the City of New Orleans, Louisiana Inc. (Nine 27 Apartments Project) for the construction of a 76 unit multifamily residential rental facility and 69 parking spaces located in New Orleans.

-  $45 million in bonds for the Industrial Development Board of City of New Orleans, Louisiana, Inc. (TransLoad America Inc. Project) to finance two facilities for the loading and disposal of waste material in New Orleans.

-  $200 million in bonds for the Louisiana Public Facilities Authority (Air Products and Chemicals – 120 MMSCFD Reformer) for the construction of a reformer using methane to produce hydrogen and steam for supply to Marathon Petroleum Company and hydrogen for supply into the company’s pipeline system.

-  $15 million in bonds for the Hammond-Tangipahoa Home Mortgage Authority to provide housing for low and moderate income residents.

-  $300 million in bonds and related cooperative endeavor agreements for the Louisiana Public Facilities Authority (Hurricane Recovery Program) for improvements to the City of New Orleans where there is a FEMA project worksheet for the repair; replacement of vital public infrastructure damaged by Hurricanes Katrina and Rita; improvements related to the hazard mitigation grant program of the state; and sewer and water infrastructure improvements.

-  $12 million in bonds for the Finance Authority of New Orleans (Willows Apartments Project) for the refinancing and rehabilitating of the Willows Apartments Project in New Orleans.
