State Treasurer John Kennedy Announces Statewide Bond Commission ApprovalsBATON ROUGE, LA -- The State Bond Commission met November 15 and approved funding for a variety of projects statewide, according to State Treasurer John Kennedy.
“We gave final approval to a number of GO Zone projects that required a two-step approval process to move forward,” said Treasurer Kennedy. “Once the Governor has signed allocation letters for these particular projects, they will be able to move full steam ahead.”
The Bond Commission approved:
Central and North Louisiana - A $200,000 loan for the Madison Parish Police Jury to pay expenses. - A $2 million loan for the Morehouse Parish Hospital Service District No. 1 to pay expenses. The approval is subject to the condition that the new loan is not drawn down until prior loans are paid. - A $300,000 loan for the Tensas Parish Law Enforcement District –to finance improvements to the Detention Center South. - $1.151 million in bonds (preliminary approval) for Union Parish, Town of Bernice for constructing and improvements to the town’s revenue producing public sewer utility system. - $3.44 million in bonds for Caddo Parish, Town of Vivian to finance waterworks system improvements. - $4.5 million in bonds for Ouachita Parish, City of West Monroe to finance capital improvements. - $1.465 million in bonds for the Sabine Parish School Board, Converse School District No. 8A to refinance debt, saving taxpayers $79,720. - $949,000 in bonds for the Vernon Parish School Board, Ward Six Wardwide School District No. 161 to refinance debt, saving taxpayers $97,323. - $1.3 million in bonds for the Louisiana Community Development Authority (Town of Richwood) for upgrades to public improvements; maintaining works of public improvement and economic development; and for funding a settlement with the City of Monroe concerning sewer services.
- $25 million in bonds (preliminary approval)
for the Louisiana Public Facilities Authority (Mansfield Crossing Apartments,
L.P. Project) for the construction of Mansfield Crossing apartments located in
Shreveport. - $455,000 in loans for the Tangipahoa Parish, Rural Fire Protection District No. 2 to purchase a fire boat for the Manchac Volunteer Fire Department, Inc. - $8.355 million in bonds for the Ascension Parish, Eagles Landing Community Development District for surface water management and control systems; water distribution and transmission and wastewater collection and transmission facilities; and roadwork. - $15.685 million in bonds for the Livingston Parish, Greystone Community Development District for surface water management and control systems; water distribution and transmission and wastewater collection and transmission facilities; and roadwork. - $42 million in bonds for the East Baton Rouge Mortgage Finance Authority to provide housing opportunities to low and moderate income families. - $120 million in revenue bonds (GO Zone project) for the Louisiana Public Facilities Authority (Coca-Cola Bottling Company Project) to finance a bottling and manufacturing facility in Baton Rouge. - $20 million in revenue bonds (GO Zone project) for the LPFA (Summa Associates, LLC Project) to finance a 90,000 square foot office building to be located in Baton Rouge. - $4.5 million in revenue bonds (GO Zone project) for the LPFA (Starmount Life Insurance Company Project) for the construction and equipping of a replacement headquarters office building to be located in Baton Rouge. - $10 million in revenue bonds (GO Zone project) for the LPFA (Southern Ionics Incorporated Project) to finance a facility for paper manufacturing, water treatment, and the production of catalysts, to be located in Baton Rouge.
- $60 million in revenue bonds (GO Zone
project) for the Industrial Development Board of the Parish of East Baton Rouge,
Louisiana Inc. (Stupp Bros., Inc. Project) to finance a spiral weld pipe mill to
be located in Baton Rouge. Southwest Louisiana - A $130,000 loan for Acadia Parish, Fire Protection District No. 10 for acquiring and equipping a fire truck. - A $10 million loan for Calcasieu Parish, City of Westlake for the acquisition and construction of buildings, machinery and equipment for water and waste water facilities and improvements, a police station and/or an emergency response center, a museum, streets and related infrastructure improvements, municipal golf course and related improvements. - A $6.44 million loan for the Lafayette Parish School Board for purchasing, acquiring and equipping school buses, constructing and improving schools and school related facilities, including the necessary sites, and equipment and furnishings. - $3.5 million in bonds (preliminary approval) for Calcasieu Parish, Waterworks District No. 14 of Ward 5 for the acquisition and establishment of waterworks system additions and improvements. - $2.5 million in bonds (preliminary approval) for the St. Landry Parish Communications District for constructing a new 911 building and acquiring equipment and furnishings. - $560,000 in bonds for Allen Parish, Town of Oberlin to finance sewerage system improvements and extensions including equipment, accessories and properties. - $8 million in bonds for the Jefferson Davis Parish Police Jury, Road Sales Tax District No. 1 for constructing, improving and resurfacing parish roads. - $500,000 in bonds for Lafayette Parish, City of Youngsville to pay a portion of the cost of constructing, equipping and furnishing a new fire station. - A $1 million letter of credit for the Vermilion Parish Police Jury which may be drawn on by the Department of Environmental Quality to pay claims related to the operation of the parish’s solid waste disposal facility. - $10 million in bonds (preliminary approval) for the Industrial Development Board of the Parish of Jefferson Davis, Louisiana, Inc. (Zagis USA, LLC. Project) to finance the acquisition, construction and equipping of a textile manufacturing facility in Lacassine. - $6 million in bonds (preliminary approval) for the Louisiana Public Facilities Authority (Prompt Succor Nursing Home Project) for the construction of an addition to existing facilities consisting of an 80-room skilled nursing facility and accompanying ancillary space located in Opelousas. - $32 million in revenue bonds (GO Zone project) for the IDB of the City of Rayne, Inc. (Frogland USA, LLC Project) to finance the acquisition of approximately 115 acres of land; construction and/or installation of a facility entertainment complex, a water park and a dry park, including acquisition of certain equipment; and the construction of access roads and parking areas. - $3 million in revenue bonds (GO Zone project) for the Calcasieu Parish Public Trust Authority (CSF Holdings, LLC Project) for the construction of a shopping center including infrastructure improvements and fixtures.
- $2.2 million in revenue bonds (GO Zone
project) for the IDB of the Parish of Iberia, Inc, (TOMC Holdings, L.L.C.
Project) to
acquire 3.7 acres of land to construct an occupational medical clinic and
healthcare physician office in New Iberia. The approval is subject to staff
review of documents prior to closing. - $27.4 million in bonds for the St. Charles Parish Council for constructing and improving drains, drainage canals, pumps and pumping plants, dikes and levees, and related machinery and equipment. - $25 million in revenue bonds (GO Zone project) for the Louisiana Public Facilities Authority (Chateau Village Project) to finance a mixed use development project consisting of residential and nonresidential property in Kenner. - $7 million in revenue bonds (GO Zone project) for the LPFA (Bridge House Corporation) to finance a new treatment center to be located in New Orleans. - $10 million in revenue bonds (GO Zone project) for the Greater Lafourche Port Commission (VIH Helicopters USA Project) to finance a search and rescue Gulf of Mexico deep water base and passenger helicopter transportation facility to be located in Galliano. - $180 million in revenue bonds (GO Zone project) for the IDB of the City of New Orleans, Louisiana, Inc. (MSP Projects) to finance three inter-related projects: $90 million for the rehabilitation and construction of a mixed-use complex; $60 million for the rehabilitation and construction of a hotel; and $30 million for the rehabilitation and construction of parking facilities, each to be located in New Orleans. - $7 million in revenue bonds (GO Zone project) for the IDB of the City of New Orleans, Louisiana, Inc. (Marketfare St. Claude LLC Project) to finance a full service supermarket to be located on St. Claude Ave. in New Orleans. - $7 million in revenue bonds (GO Zone project) for the IDB of the City of New Orleans, Louisiana, Inc. (Marketfare Canal LLC Project) to finance a full service supermarket to be located on Canal St. in New Orleans. - $90 million in revenue bonds (GO Zone project) for the IDB of the City of New Orleans, Louisiana, Inc. (1031 Canal, LLC and 1615 E. Judge Perez, LLC Project) to finance a new 20,000 square foot building for retail space, parking garage and residential units to be located in New Orleans. - $183 million in revenue bonds (GO Zone project) for the IDB of the City of New Orleans, Louisiana, Inc. (MSP Residential LLC) to finance the rehabilitation and construction of 1,200 residential units in New Orleans.
- $95 million in revenue bonds (GO Zone
project) for the LPFA (Waldorf-Astoria Hotel Project) to finance the
rehabilitation and development of the former Fairmont Hotel located in New
Orleans, which was damaged as a result of Hurricane Katrina. The approval is
